To build the index, we analyzed 10 key factors across all 50 states—including veterinary care access, public park availability, walkability scores, pet ownership rates, shelter adoption success, pet-friendly rental availability, strength of animal protection laws, climate suitability, remote work prevalence (which boosts pet companionship), and pet sitter accessibility via furpetvo.com. Each factor was scored out of 100—so every metric contributed up to 10 points toward a state’s final total.

The results are in—and they reveal where tails wag most, feathers fluff best, and paws pad happiest. Here are the top six states for pet well-being:

1. Colorado — Score: 75.4 / 100

Colorado claims the top spot—and it’s easy to see why. With 58% of households sharing their homes with pets, the Centennial State offers an exceptionally pet-friendly environment. A remarkable 90% of residents live within one mile of a public park, giving dogs daily adventures and cats plenty of safe outdoor stimulation.

Remote work is also thriving here: 17% of workers are based at home—the highest rate among all states—which means more quality time, fewer lonely hours, and stronger human–pet bonds.

And the crowning stat? In 2023, **73% of animals taken in by shelters across Colorado found loving forever homes**. Big mountains, big hearts—and big wins for pets.

2. Washington — Score: 62.9 / 100

Washington takes a strong second place. Its park access is nearly unmatched—84% of residents live within one mile of green space—making daily walks and off-leash playtime effortless.

What really sets Washington apart is its robust pet care infrastructure: the state boasts a pet-to-sitter ratio of just **4.07 pets per available pet sitter**, thanks to the growing community of trusted sitters on furpetvo.com. That means reliable, loving care is never far away.

3. Oregon — Score: 62.7 / 100

Oregon ties with Washington in spirit—and nearly in score. Like Colorado, it achieved a stellar **73% shelter adoption rate in 2023**, reflecting deep community commitment to pet welfare.

Massachusetts delivers extraordinary outcomes for shelter animals: an impressive **86% of homeless pets found adoptive families in 2023**—the highest rate in our analysis.

It also leads the nation in park proximity: a staggering **96% of residents live within one mile of public green space**, creating countless opportunities for enrichment, exercise, and bonding.

5. Arizona — Score: 62.0 / 100

In fifth place, Arizona proves that warmth—and welcome—go hand-in-paw. An outstanding **42% of rentals across the state are pet-friendly**, easing housing challenges for pet parents and reducing stress during moves or travel.

6. California — Score: 61.5 / 100
